They're having to shell out thousands to fix driveways that are not even surviving one winter, according to the story.

According to the American Cement Association, around 60% of the cement on the market today is now Type 1L Cement (one type that falls under the category of ASTM C-595 Blended Hydraulic Cements).
Considering Type 1L makes up a majority of cement projects today, there's a significant lack of awareness among contractors about this cement type and its repercussions on their concrete projects. Take, for example, a recent survey of members of the Home Builders Association of Greater Kansas City, which showed that 70% were not aware of any changes to their cement mixes (called "Portland 1L" in the news story), while 78% had noticed a difference in the performance of their concrete over the past several years.
